I don't think any of us should be surprised with cutbacks to bloated bureaucracies. What is totally disgusting is the fact that "pubic service" executives are allowed to protect their counter-productive organizations, pat each other on the back for meeting targets and give each other massive performance bonuses, while the front line employees who provide direct service to the public bear the brunt of the budget reductions.
I am also amazed that these same "executives" continue to ignore their own legislation and policy-mandated priorities and are still able to convince our elected representatives that they are making them "look good".
I think that some of our Cabinet Ministers are starting to realize the fact that they are being "snowed" by bureaucratic phoneys. It will be interesting to see if they are able to do something about it.
